During debate on the Rule for HR 2920, the Pay-As-You-Go Act, which restores fiscal responsibility and government accountability to Congress, Arcuri rebuts Congresswoman Marsha Blackburns (R-TN) criticism of the legislation being “too weak” because it includes a provision allowing for emergency spending for catastrophes like Hurricane Katrina and the Indian Ocean Tsunami of 2004.

As part of my commitment to restoring fiscal responsibility to Congress, this morning I managed debate on a resolution providing for consideration of the Statutory Pay-As-You-Go Act of 2009 (HR 2920). This bill, commonly referred to as PAYGO, will require the Congressional Budget Office (CBO) to provide a budgetary estimate of every piece of legislation that will cost federal dollars to implement and then, coordinate with the Office of Management and Budget (OMB) to release a public document detailing the cost of the legislation and how it will be paid for. These are my closing remarks on the House floor today.
